Help! Restriction message when selecting TOOLS, INTERNET OPTION

Internet Explorer (v6) question:

I am the ADMINISTRATOR and I in an administrator's
account, but when I select TOOLS, then INTERNET OPTION, I
receive the following message:

Restrictions

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.
------------------------------

How do I reset INTERNET EXPLORE back to its orignal
setting so that it function right?

Someone was poking around in my account, deleting things
manually, and I think they delete something (a key, file)
that enables this. Is there a way to reset this.

FYI: When I set up a new account Internet Explorer
setups with the proper defaults and runs just fine

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

YOU ARE THE Microsoft MVP.

And by the way. I was using SPYBOT. I installed in
about a week ago. I used it for three days and then
bought McAfees products and uninstalled SPYBOT. This is
what probably did it. Thanks again for your help.

For the NEWS GROUP the solution that I used was to:

Select START
Select RUN
Enter Regedit

Select EDIT
Select FIND

In the FIND WHAT box I typed: NoBrowserOptions

Next I delete it. Viola, it worked.

Bad idea ... IMHO .. two different products for two different functions.
Do NOT depend on AV products to protect you from Parasites!
Just like you wouldn't depend on SpyBot to protect you from a Virus.
