Help please

I keep getting this pop up from microsoft that tells me that it is going to shut itself down. It counts down from 60 seconds then does a shut down re start. I have wiped out my system and re installed everything twice now and it doesnt seem to go away. Please help!
 
hello , do you hace install in your PC a antivirus program?? that might me a hacker that is bothering you !!!

You have to enable your firewall, otherwise, it won't matter how many
times you reformat, sasser will get to your system.

Go to Start > Run and type
shutdown -a (press enter)
to stop the countdown and give you time to download the updates
