Help! No shut down/restart, says windows is copying

Hi

I just downloaded Broadband Medicand antivirus software from my ISP. I have
to restart my computer now but what I get is the message below. I did
ctrl-alt-del to look at Task Manager but it says no applications are running.

restart/shut down message

Copying...

Windows is currently working with a file

Eiterh wait for windows to finish or close it before you quit Windows

You have a clear cause-and-effect. Contact your ISP's tech support for
help with their software.

Hi XP,
Select the offensive Processe and terminate it then reboot,and do full scan
and Update your AV,and Look for Adware on your system
go for http://www.lavasoft.com and download the free utility.

What processes are consuming the most memory and/or CPU?

Thanks for your help, here's the info, processes consuming
most memory and cpu are:

sychost.exe system - cpu=00, mem usage= 28,792

explorer.exe - cpu= repeatedly moves from 0-1, memusage=28,684

systemidleprocess cpu=99, memusage=16k

Some explorer process or background service is probably twiddling away
at something unnecessarily. I would just turn the PC off at the switch
in these cases.
