Yes there is such a program. It's called parental control. Tell the little
twit that there are certain rules regarding the usage of technology in your
house and if he does not follow them he will be sleeping under the
overpasses at night. Start by making it the honor system at first. When he
breaks the rules, punish him. When he does it again, remove his access to
the computer, forbid his association with his friends, take his phone and
television privileges away and put him on bread and water for a week.
Seriously, he needs to know that he is not living in a democracy but a
dictatorship. Parents tell their children what to do and how to behave, not
the other way around. If none of this works, beat him senseless and throw
his ass out of the house.
