help! my pics wont run in my cd-rom

I have downloaded pictures on cds, and i put them in the drive and they dont
come up, it doesnt even show that i have a used disc in. I know my cd-rom
works because it plays audio cds, first time user on windows xp home
edition,would appreciate help if anybody know why it wont run.
Also the burned discs worked and came up on windows 98!
