Help: MSN Expl and IE can't open web sites

Not Really Me

My brothers PC is on a cable modem feed and since a friend tried to help him
the other night (possibly installing a personal firewall?) he can't open any
web sites. I need to go get him back on line tonight and could use some
pointers on what to try next. I looked at the machine and don't see any
sign of a firewall in the Programs list.

From either MSN or I Explorer, it always gets a "can not find web site,
check your connection or DNS failure" or something to that effect.

The internet connection is still working. Ipconfig looks good, I can ping
external sites by IP and by name, so I know that it is reaching the DNS ok.
From the XP "My Computer" screen, Windows Update works. It does not work
from either explorer. There are no Critical Updates or Drivers missing.
The remaining recommended updates don't seem to include anything directly
related to the explorers.

From the Add/Remove Windows Options I unchecked both explorers and rebooted,
then added them back in and rebooted again. The problem persists.

Any suggestions on what I should try tonight?

restore.

The restore did it. Didn't even know that option was available. The things
you learn...
