Help!!!!! IExplorer and Task manager Delayed to launch

please help me !

i noticed that very often after i connect to the internet ( dial-up) ,
the Internet Explorer wouldn't launch, and also the Task Manager will
not even if i try several times and in several ways to load them...
this will stay for several minutes ( 3- 5 min. ) ... and then suddenly
all the "Internet Explorer" and "Task Manager" will load .

this is very weired, and very bugging !!!

please if someone has an explanation and a solution for my problem, i'd
be very gratefull.

Start by doing the normal troubleshooting for malware:

After you've determined that the computer is 100% clean, if you are
still having problems post back. Please include more details about your
computer, operating system version/service pack level, and your
Internet connection (method, ISP) if you post again.

I have a Norton Anti-Virus 2005+Updated and Win XP Home SP2+ Updated. I
connect through a Dial-up 56k modem.
I ran the Virus Scan in SafeMode: no virus found.
But the problem is still here !!!

If you went to the link I provided, you would have seen that there is
more to malware scanning than just using an antivirus. Your antivirus
will not detect and/or remove a lot of malware. Go through the steps
outlined at the link, skipping the antivirus. Do not neglect the
preparatory steps. After that, you'll know if your machine is clean or
not.
