when I capture stills from a webcam or digital camera via
firewire... I can only retrieve the stills i took when
that certain device is connected. Is there a folder
somewhere that keep all of the stills i've taken with all
my devices? If so, where might I find that folder?

With a webcam, the photos you are taking are listed as you take them,
something like:
picture001.jpg
picture002.jpg
etc.
If you want to save them to a folder to view them later.
1. Make a new folder on your hard drive
2. After taking the pictures, select the files (blue highlight of file
names) you want to save from your list
3. Look at the menu on the left on File and Folder task and click on Copy
the selected items.
4. A window will open, navigate to the new folder you made and click on
Copy. You can then open this folder to see your pictures anytime you want.

You other item about downloading via firewire I cannot understand completely
but here is how it normally works. You have a camcorder and you transfer the
video via firewire. This camcorder may also have a memory card to take still
pictures. You cannot transfer the still pictures via firewire. You need to
remove the card from the camcorder, insert this card in a USB card reader,
and connect to a USB port on your camcorder. USB card reader are about
$25.00.
