Help finding for a website I saw but did not bookmark

Hello,

I had come across this website where you could request a software program
to be written and they would try to make it happen. It was a free service
and mostly involved small utility programs.

Does anyone know the site that I'm talking about?

there are a couple of 'em but one i am aware you should stay from
however max's site is pretty good (he's very talented if you look at
what you can already download):

max lives somewhere in europe (eastern i think) and does his stuff for
school related projects.
