Help, can't install, how to repair installer?

Hi, I downloaded the installer but it said the service pack version is
newer and I didnt' need to install. But I can't install several
programs, it tells me the installer is in safe mode (it's not) or is
not intslled correctly. I tried to uninstall but it's not in the
control panel for removing software of windows components. How can I
replace or repair installer?
