Help! Cannot Open Second Window

I hope this is something stupid but every time I try to
open another browser window it just replaces the first -
so I can only open one window at a time.
Is this a 'setting'? Can anyone help?

right click on the link you want to open and then
click "open in new window"
hope that helps

Tools/Internet Options/Advance tab.
Check the box Reuse windows for starting shortcuts.
