help and support menu

My help and support menu will not come up --in addition I can not trouble
shoot all other componets of the start menu work fine. (settings etc.)

My computer came with xp installed and I do not have a disk

Is there any way I can solve this problem.

This is after running Kelly's fix?

1. What changed between the time things worked and the time they didn't?
2. Is the computer virus/malware-free? Be sure:

3. If the computer is clean, try running the System File Checker.
Start>Run>sfc /scannow [enter]
