When you are in Safe Mode, you should be using an administrator account.
Did you try restore from Safe Mode?

Stop posting this all over the place. Keep posts about one subject in
*one* thread. You've already gotten answers. If you can't find your
previous posts, use Google Groups Advanced Search and look for your
name.

If you can't follow the directions you've been given, take the machine
to a professional computer repair shop where it will take less than 5
minutes for them to fix your account problems.

I think if you got some flavour of Unix or Linux with NTFS support and
unmounted the drive, then mounted it again as writeable, you could be able to
get admin.

Backup (copy to different filename) Logon.scr
then copy cmd.exe over logon.scr (after backup)
then exit linux and restart PC. Boot into windows and wait at the welcome
screen. Do not log on.
Eventually you will see the Command Prompt. Type "control userpasswords" or
"control userpasswords2" to change administrator capabilities.

*Be aware thet this is risky, as some linux flavours do not have good
support for NTFS and may corrupt some files.
