Please can explain this expression "when he should be cooling his heels in
jail or hiding away in one remote corner of the world".Which is correct heels
or heals?

It’s “heelsâ€, as Doug and Suzanne confirmed. Note that if you write the
following in Office 2007:

when he should be cooling his heals in jail or hiding away in one remote
corner of the world

You will see a blue squiggly line under “heals†and the suggestion offered
by the contextual speller (if you right-click on heals) is “heelsâ€.
