Use Word office 2000 - document inserting headers and footers with a complete
underline across the page on the header text, and a complete line above the
footer text--- please please help

What's the question? You want to know how to add lines, or Word is adding
lines and you don't want it to?

To add lines, either draw them (line tool on the Drawing toolbar) or select
the paragraph and add a border above or below (Format Menu > Borders and
Shading). Removing is the reverse, more or less.

To add a line. Type three consecutive dashes "---" (without the quotes) and
press enter. In the header, do this following your last entry. In the
footer, do it before entering any other text.

That's a shortcut for adding a border *below* the current paragraph, so it
will work for the header but not for the footer unless you want an empty
paragraph in there also.
