hazy square over icons

thor

all desktop windows vista icons have a hazy square overlacing the icon and is
slightly skewed to the left. how do i correct? all desktop icons have been
deleted and reapplied without results. properties menu allowing icon change
results in the same hazy square.
 
Launch an elevated CMD window, ie Right click, Run as Administrator...
Shutdown Explorer Process from the Task Manager
In the CMD window go to C:\Users\<ProfileName>\AppData\Local
Do the following command: attrib -H IconCache.db
Do the following command: del IconCache.db
Do the following command: start explorer

This should rebuild the Icon Cache...
 
i've entered the elevated CMD window and shut down Explorer from the task
manager. when i type in the first command C:\Users\<Christian>\AppData\Local
i receive the message "system can not find the file specified." please
advise. thanks.
 
Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.
 
after entering SFC/SCANNOW in elevated CMD, i receive another message stating
"there is a system repair pending which requires reboot to complete." i have
rebooted windows vista twice with the same error reading
 
Boot from your Windows Vista DVD, select the System Repair Option > on the
setup screen, select 'Repair Computer > Select your installation of Windows
select Startup Repair option and follow instructions.
