Having problems with XP reinstall

This is a problem I am having with my laptop.
I tried to reinstall XP, but for some reason my cd drive would not let me
boot from cd, so i installed XP when XP was already running.
it installed successfully, except my hard drive says there is about 40 GB
used (which is probably the stuff from before).
how can i remove that stuff? or even better, how can i format my hard drive
without having to boot from CD (cuz i cant). ?

ANY help is GREATLY appreciated.

Did you enter the BIOS and set the CD as the first boot device? Try
that first.

Yes, I tried that.
It just doesnt even try to boot from the CD.
It just boots up the OS.

Do you have more than one cd/dvd rom drive? If so try it in the other
one.Only one of them is bootable.

- Have you tried booting from a different boot CD?
- Have you tried booting from a floppy disk?
