Have Outlook junk ALL messages from domain (*@domain.com)

If I have a spam email in my inbox, I can right-click to add the sender to my
junk email list. But they change their name every time. What doesn't change
is the domain it was sent from.

Why can we add a domain to a safe list, but we can't add a domain to the
junk list?

You can add a domain to the junk list. Use "domain.com"

How it is hidden? When I click Actions>Junk E-mail>Junk E-mail Options,
select the "Blocked Senders" tab and click Add, the dialogue box explicitly
says "Enter an e-mail address or Internet domain name to be added to the
list." Seems pretty clear to me.

This is for Outlook 2003, but you didn't state your Outlook version.
