have no admin in winxp

How do I enable an admin user in winxp home. I do not have one. Could not do
it in safe mode. The only user is guest. My OS has recently been reinstalled.

Next time you reboot, at the Welcome screen, Enter:

CTRL+ALT+DEL+DEL

That's the Ctrl Key, Alt Key and 2 Del keys in a row.

The Windows Login window will appear.

Enter Administrator. And if you haven't ever added the Administrator, then
you have no password. Just hit OK.
If this is a repair install, you must enter the password from the previously
installed XP system

Were you trying via the Guest account in Safe Mode? If so, that won't work.
Log into the System Admin account and add a new user with admin privileges.
