Has anyone build code for handling staffing rotations?

I am new to VB code and I am trying to add a staff scheduling component to a
Database which manages staff, Equipment, departments etc. I am not sure if
this is a too ambicious project for beginner?
Has anyone done something like this?

I'm sure an experienced developer would be able to help but you'd have to be
more specific and provide more details about your existing design and what
aspects you want to change.
