I am trying to install a new motherboard and CPU, but I keep getting the blue screen of death every time I attempt to boot. Why won't Windows let me change the M'board without this problem? What can i do to accomplish the change?

When changing a mobo, you are best off to re-install the
o/s
 
Each motherboard has its own way of assigning its resources, Irqs,
interupts ect. Windows has the configuration of the old system and can no
longer properly access the resources. Even if you do get windows to boot up
you will be far better off reloading the OS so it can properly access
everything again.
