Hard Drive Capacity

I have a Dell Laptop 2650 with a HD of 27G. Somewhere stuck in my memory is
a percentage of used capacity beyond which most computers start to struggle,
and you should think about regaining or adding capacity. Unfortunately, I
don't recall what the percentage is. I remember being struck with how low
the number was, i.e. how large was the amount you should leave unused.

Any help here would be appreciated.
 
Hard drive speeds are based upon a 1/3 stoke (or only 33% of the drive's
capacity) -- the speed becomes slow after 2/3 full, and drops off very
quickly!

There are actually two criteria. First, there should be 15% free disk
space at least. Otherwise, "Defrag" will only partially defragment the
volume. Second, there should be 200MB free disk space at least. Other-
wise, you'll get the warning "You are running out of disk space on X:",
however, that message can be disabled.
