Is there any way to stop one of the hard drive from running without pulling
the plug? or software

Your best bet is to ask this question in a Hardware newsgroup.
It has nothing to do with Windows. They will probably tell you
to check the power saving options in your PC's BIOS.
 
Hello,

As Pegasus mentioned, you probably ask this question in the hardware
newsgroups. However, I am guessing that as long as the power cables are
connected to the hard drive, the platters will always spin up. This would
happen regardless of you disabling the harddrive in the BIOS and/or in
Windows. Your safest bet would be to physically disconnect the power cables
from the hard drive so that it does not get any power to spin up.

Not wishing to argue because I don't know for sure but in my experience that
disables the IDE bus so you have to unplug both cables.
