hangs during startup

I'm running XP Pro, I've just reformatted HDD and reloaded
XP. Before I did this I was having problems with
startup. Windows would start but as it was loading items
into the system tray, it would get some done and then
hang, with an arrow on the screen except when it is placed
over the task bar where it would be a fixed hour glass.
Now I have reloaded etc it is doing it again. When I
first started up after reloading XP it didn't. Then I
installed Nortons Internet security and system works, and
it's back to the hour glass. The system event log lists 2
errors, 1 each with the WWW and FTP Publishing services
hanging during startup. It does eventually get passed
this (with varying delays) but not all of the icons appear
in the system tray ie programs that run at start and
should load and appear there, don't.

Check in your startup programs list in the start menu,
then check in MSCONFIG. Start>Run>Type MSCONFIG. See if
your programs are in there to start up.

Very, very quick note. You should have stopped right after doing a fresh load of XP (and hopefully while pc was not constantly connected to internet). Your problems are most likely due to 1 or more programs you installed right after XP.
What other programs & utilities did you load on? any new devices, new drivers?
Which version (year) of Norton Internet Security is this? I also would say skip putting on Symantec System Works. If for no other reason than that you (likely) took default (standard) setup and it put all kinds of things into startup.
 
Have you tried disableing those services and starting
windows without them. I think, however that you might be
looking at a hardware issue of some kind. If stopping
those services dosent help...can you leave some
information about your hardware?
