Sounds like a bunch of coincidence to me, the power outage
happened at the same time you hit stop scan.
I think you suffered from some files getting corrupted
grab your install cd for windows and do this.
click on start run type in SFC /Scannow
it may prompt you to insert your install CD, just do it
this process scans your system for corrupt system files
and replaces them from your install CD, you may have to
reapply service packs/updates, if this doesn't work
Check into doing an inplace upgrade to replace those
corrupt files.

The moment I clicked "Stop Scan" in Norton, I had an
unexplained moment of black, (I have UPS) then the
computer restarted, but could not finish loading startup
programs. I uninstalled SystemWorks. Now it starts,
however an instant of svchost.exe and lsass.exe devide the
100% CPU usage between them. If I kill this svchost.exe,
then lsass drops down to zero (I guess what is ailing it
is not being hosted anymore?) and this is how I am using
the computer now.
Three little things: I must be missing some functions,
for example Advanced Uninstaller 6 does not work...
Initially GoBack did not help, but realistically it could
not open the follow-up page because of this 100% usage
that I had not pinned down yet... And also the system is
absolutely clean of malware.
I would need the help of somebody who knows what is
behind this lsass and svchost stuff...
 
I understand, what you will have to do is this.
Change the settings in your BIOS so that the cd drive is
the first thing the computer see's for a boot device.
it will always go there first for a system disk.
I can't give details as each BIOS is different, if you
don't know how to do this, I suggest you take the computer
to your local computer shop and have them look it over.
You should be able to enter the bios by trying various
keys usually F8 or delete, depends on the BIOS.

an inplace upgrade replaces your operating system files
leaving the current settings and installed programs intact.
