HALACPI.dll error on upgrade

I'm trying to upgrade my Mom's computer from ME to XP Home and the
install quits after the first reboot, with an error mesage that
"HALACPI.dll cannot be found." (As an aside, if it is required for
installation, shouldn't it be on the CD?!) I've located the file on the
web, and placed it in the C:\WINDOWS\SYSTEM32\hal.ddl folder (the folder
was already present, but empty). I have no idea if this is where it
belongs or if it will solve the problem, but I'd like to ask BEFORE I
try the installation again - I do have a Ghost image of the hdd, but -
getting old having to reinstall the image again and again! :(

Fred, depending on how old your Mom's computer is you may want to upgrade
the Bios. Also, are you using a upgrade
version of WinXP CD? If I remember correctly a OEM Ver of WinXP CD will
not do a Upgrade.

Thanks, Rich, for the reply. Computer is a few years old, but well
within the requirements for upgrade (BIOS has been upgraded already).
Ran the Upgrade Report and it is quite generic with no mention of
significant problem areas (RAM, processor, etc.). I'm using a brand-new
out-of-the-box XP Home SP2 upgrade CD, with WinME currently installed.

Any other ideas?

Well, another great attempt, but it seems more related to systems with a
DDO or dual-boot, neither of which applies. Symptoms are closely
related - my error message reads: "Setup missing halacpi.dll" then gives
the option of retrying or quitting. Retrying never works and gives no
option to direct setup to a specific location or drive. Only F3 (quit
the installation) works...

Fred, did you enable ACPI in the Bios and disable Virus Protection? If
you have more than one Ram module try
swapping them out.

I checked the BIOS - ACPI is and has been enabled and the Virus Warning
is and has been disabled. I'll try swapping the RAM modules after I try
another normal upgrade since I now have the missing dll file in the
SYSTEM32/hal.dll folder. After that, I'll swap the maodules and try
peterk's suggestion regarding the startup disk. Thanks for the help!
