hal.dll missing

I just attempted restarting my computer and I got the message that
the system file "hal.dll" was missing. It said to reinstall it. How do I
do this or is there a better fix. It is an XP Professional operating
system. Any ideas?

If copying the file off the XP CD back to the HD as per Nicholas post
doesn't work then try a Repair Install as per instructions here "How To Run
