hal.dll missing causing directory problem

Windows won't start -- error message says hal.dll missing. I can do a
checkdisk but the directories like Windows and Documents and Settings say 0
when I type a dir at the C prompt. The bat file is there but the config.sys
says 0. Any suggestions on what I can do to "recreate" the file system?

Please supply more details:
- How did you do a checkdisk if Windows won't start?
- What file system do you use - FAT32 or NTFS?
- What do you mean with "the bat file is there"? Which bat file?
- What happens when you type "dir c:\windows", instead of just "dir"?
- What is the recent history of the machine? Hardware changes?
Software changes?
- Do you have an up-to-date virus scanner installed?

i had this on a couple of pcs before. In both cases it turned out to be
bad RAM. have you changed any recently? if you have more than 2 sticks
of RAM, try booting the pc with 1 stick in at a time, its worth a
shot..... had me scratching my head for ages...
