hal.dll error when upgrading from Win98

Greetings,
I am receiving a message that my hal.dll file is either missing or corrupt
when upgrading from Win98. I have not yet made it into XP because the
install uninstalls and reverts me back to Win98.
I've tried the KB message http://support.microsoft.com/kb/320252/en-us with
no success.
I can't access the microsoft newsgroup online through 3 different
computers...the message doesn't display.
Can someone give me a solution?

Most likely it's your BOOT.INI file.

Boot into Win98 and edit the boot.ini

After I get to the error, I hit the space bar and when the computer reboots,
I am able to quickly select 2 choices...MS Win XP Home Edition or Canx XP
setup. Selecting the first will cause it the error message and the second
one uninstalls everything that it did to get to that point, giving me Win98
again.
I do have F8 options to work with at the choice menu. If I press F8, I can
get to Safe Mode, Enable boot logging...about 10 options.
I can now read post to the newsgroup through the browser and saw other
ideas. One was to go into the BIOS and have it set to boot to CD before HD
and use the repair function on the CD. Can you do that with an upgrade disk?
Can you do that even before you are complete?
Would it be possible to copy that file from another computer and place it in
the location that it's looking for and then go through the upgrade process?

You might not be able to see it (it's a hidden file) but it's
C:\Boot.ini this file tells the system where to find the HAL.DLL so
you have to have one.

You might just start over create a Win98 boot disk

Get Win98 working again and then try installing XP again.

My computer doesn't have that file. It is my impression from researching
the problem online that editing the boot.ini file is necessary after
successfully upgrading to XP. Presently, I am unable to upgrade.
Would copying that file from another computer and placing in the proper
directory prior to upgrading work?
