hacking your own folders

recently i attempted to overclock my processor which my
computer did not like at all. my pc claimed that a
necessary system file was missing and could not log on to
windows without it. i reinstalled windows on my second
hard drive in an attempt to save my important files that
were under my documents and settings folder, but was
unsuccessful due to the fact that windows xp allows you
to make your folders private. i have i copied all of my
cd music onto this hard drive before i moved away and i
have lots of important school work in this folder. i
can't copy and paste it, or cut and paste, i can't drag
and drop, there is no apparent way to access this folder,
can anyone help me hack into my own file folder? please
help!
