Grouping rows together so they can be organised by title row

Hi, i've been looking around and cant seem to find a method for doing this.

I have a number of sites combined on a master list, each site has a number of data fields, unforuently these vary by site so each has its own heading row.

Is there a way of linking the data to the heading row so that I can organise the information with the site number present on it?

Access would be a better option I know, however the client has specified Excel.
