Group Policy Proxy settings question

I'm trying to determine if this is a problem or is by design.

User recieve thier IE proxy settings through GP. This works properly. They
issue is when a user deletes or modifies the settings they are not reapllied
at logon unless a change is made to the settings.

I know I can lock this tab out from user access, I'm just wondering if this
behavior is by design.

Yep, it's by design. The CSEs don't apply policy until it's been revised
(or they're logged off or rebooted). However, *this* policy isn't reapplied
with normal foreground processing (logon).
