Group policy editor

I am having a problem with a new client - some how the
Administrator cannot create a new policy or edit a
current group policy - I have searched high and low but
can not find were it is being denied access - please help

creating a new policy I get the following error:
error group policy editor. you do not have permission...
access denied.

Actually it would be helpful with some more info. Presumably, as long as
your machines are only using your internal DNS (not an ISP's) and the SRVs
are created in DNS, then I would assume there's some sort of corruption or
Sysvol permissions issues, especially if it's the default administrator
account that is having the problems.

Ensure or post an ipconfig /all for us to double check your config for you.
It would also be helpful to state the actual AD DNS domain name with your
response,along with any Event Log errors, please.

This will give us a determinating starting point for a diagnosis. Thanks!
