Group Policies

I would like some help regarding group policies, or some
other way to acheive my outcome.

I am using Windows XP Professional
I have 2 accounts, Administrator and EDC

EDC is in the Users group, and Administrator is, well...
in the Administrator group.

What I want to do is limit what the EDC login can do. I
have been into gpedit.msc, and tried to change some
settings, but it affects the Administrator User too.

How can I get just the EDC user to be restricted in what
they can access, but the Administrator can still have all
access?

I hope someone can help me...
