Is there a something similar to initgraph in C#, or do I have to download
the directx library? All I want to do is bring up a graphics screen and be
able to recognize the mouse and color some pixels.

Thank You!

You don'tneed to do anything. GDI+ is already initialized and ready to go
for all windows forms client applications.

See the GDI+ FAQ for lots f useful info.
