Graphics not showing in IE6 after installing DSL - Windows 98

I have Windows 98 and just installed SBC Yahoo DSL. Now I cannot see graphics in emails or on websites. What shows are placeholders only. SBC had me revert to IE5.0 but that makes my Norton not work. Any solutions???
