Granting access based the DHCP lease

I have to grant access without DC and firewall client.
There are ONE win2k isa server.
The DHCP server service is providing ip addresses based on the MAC addresses of the clients.
How to deny any non-DHCP users from the internet access?

You need to create a Client Address Sets only include the ip address from
your DHCP scope.

Then you can grant or deny access to all other ips through Site and Content
Rules.
