Grant Domain Users format ability

Hi

I have a domain, and all the users are Domain Users.

Most of them have some USB card reader ( for cameras etc) If they are
going to format these cards, they need Admin privileges.

Is there any way to grant Domain Users format on these cards?

You can make them local administrators with this command:

net localgroup administrators "domain users" /add

But I dont want them to be loacl administrators, what then?

I have some users that install "everything" on there computer, so...

Most digital camera manufacturers do not recommend formatting the digital
flash memory within XP. XP tends to format these incorrectly and the cameras
then can not read them. They always recommend that you format these digital
flash memory card (aka digital film, digital camera memory) on the camera
itself.
 
I agree, but sometimes there is "need" to do that, and then you must be
a local administrator.

So, can a Domain User do that?
