It's a quirk of Explorer that's been showing up on some people's machines.
No known cause yet, but it gets saved with folder views once it happens.

I've written a script that helps MOST people with the multi-select problem.
It will remove single-select from saved folder views & saved defaults.
Right-click the link below & select 'Save Target As..."

Tks for fast response Keith. Quirky all right!!!! But as I understand your
reply, if I use your script, I LOSE the single-click ability I have (and
use...and love)??

No, single click Open is controlled by an option in the Folder Options
dialog, on the 'General' tab.

The single select I refer to is a flag that specifies that selection of
multiple items is prohibited.

Vista code though!)

I prefer to use CLICK BOX for selecting items.
you can enable from Explorer Options menu.
to select multiple items, just click the boxes , makes it much easier and prevents accidents with the ALT key.

Works great IF Explorer is working normally. The bug the OP was experiencing prevents selection of more than one item in a folder by any means: 'Select All' is grayed-out, check-select will clear the previous checkbox when you check another one, no Shift/Ctrl click functionality, etc.
