\\server\SYSVOL\domain\Policies - if AD

not sure if gpupdate will matter on stand-alone or workgroup computer
 
Yeah, this is a non-AD environment.

Anyone else have any idea...??

If on a stand-alone box or workgroup it is from local policy. An admin
can get to the local policy by running mmc and adding in the local
policy snap in.
