Go away internet temp files

I've tried everything but the right thing I guess. I am trying to delete my
internet temp files. My main route has been to go to IE, choose Tools,
choose Internet Options, then proeceed with the deletions procedures. But
they bounce right back after returning to whatever I was doing. I have an
idea what's wrong, but not how to fix it. When I delete the files (temps,
cookies alike), the apply button does not turn on, so it just forgets the
whole process. Real question is, "why is the apply button not availing
itself?. BTW, I've tried other fixes to include doing it manually and using
a freeware program, at Kelly's Korner. It acts like it's doing it, but when
I return to the internet, they're back.

Can anyone help?

Temporary Internet Files are part of the Windows XP operating system. They
will be created every time you access the Internet. That's how Windows
works.

If you would like to have the TIF erased after every browsing session, open
IE and go to Tools > Internet Options > Advanced tab and place a checkmark
next to 'Empty Temporary Internet Files folder when browser is closed.' But
understand that they will be created again the next time you access the
Internet. And you're glad it works that way because it makes browsing the
Internet much faster.
