I have a user that can't delete or modify files in a local c:\ folder when
they login to the domain. The administrator can no problem. I went to my
computer - right clicked, manage and made that user local login a member of
administrators - still no luck - any guesses?

That probably means that the administrators group (not the user named
"administrator") doesn't have access.

Why not explicitly add that user? Right click on the folder, go to the
security tab, and it should all be pretty straightforward from there.

Sorry I'm not sure what I was thinking, I just did an advanced find under
the admin group and added them that way - all set now.
