Is there anyway I can resize a .gif file for an AIM Icon so that it still is animated
I tried resizing it but it no longer animates..

.gif animations are put together as frames, each frame is a separate image, each
frame has to be edited.
You can download Microsoft's gif animator here, can't say it will work on your
system, it does on mine

It works for me. The program originally came with early versions of FrontPage along
with the Image Composer.
