Getting the text lines to line up with the numbers in a legal pleading

Anyone know how to do this

I (we) have created the template, but I can never get the lines to match the vertical numbers on the left hand margin.
 
I deal with this EVERY DAY . . . the numbers for the pleading pape
reside in a text box placed in the header. Open the header, click o
the text box with the numbers in it, the take a look at the paragrap
formatting (Right-click on the numbers, and choose "Paragraph"). You'l
notice that the line spacing is set at an EXACT AMOUNT (probably 25.1)
Write that down.

Now, close the header, and go back into your document. Make sure you
double-spaced text is set to "Exactly" with the same amount, and tha
your single-spaced text is also "Exactly" at HALF that amount (use you
calculator if you need to). After a heading change, you may need t
fudge the "space after" a little to re-align the text sometimes. I
depends on how anal your attorney is!

Alternatively, you can change the spacing of the line numbers.
