Getting the "It is now safe to shutdown" window back

Does anyone know how to turn on the "it is now safe to shutdown" dialog in WinXP after selecting Shutdown? I have found all kinds of articles about how to turn it off, but the reverse doesn't seem to work

Why would I want to turn on this annoying feature, you might ask? Well, the computer is part of a touch screen that resides in a purged panel. It is not possible to open the panel to turn the computer on when you want to use the system. The computer has an Asus mobo with an Award BIOS v1007.a that allows power to be restored on AC power loss. Hence, I can leave the computer on at this screen, the users can flip the power switch on the outside of the panel to off to kill power to the computer. Then, when they turn the switch back to on, the computer will power right back up

Unfortunately, the power button on the computer is momentary, not a switch

Any suggestions would be greatly appreciated

Turns out that there isn't an easy way to get this screen
back on a computer with an ACPI compliant mobo. The only
suggestion that may have worked would be to install Win98
and then upgread to XP over the top of it. This wasn't an
option for me in my situation, but feel free to try it.

The real problem on was that the power switch on the
outside of the purged cabinet was being turned on right
after it was turned off. This wasn't giving the power
supply and mobo enough time to discharge the stored energy.
Therefore, the mobo never saw an AC power loss and wouldn't
turn on when power was re-applied. If the switch was left
off for at least 10 seconds, it worked like a champ.
