Get rid of a regenerating folder

When I try to delete files in a folder "RECYCLED": I get
a message that "it can't be deleted because another user
is occupied" (even when disconected from the internet).
When I try to delete files in the same folder in smaller
groups they regenerate or are repopulated quicker than I
can delete them.

This folder on my hard drive named "RECYCLED" contains
several subfolders labled "dcXXX" where "XXX" are
numbers. These and the "RECYCLED" folder contain lots
of ".jpg" files.

This machince is using Windows XP.

A couple of years ago I saw this problem solved on a
Windows 98 SE machine by booting in DOS and deleting
the "c:\ RECYCLED" folder. This does not seem to be
possible with Windows XP.
 
No problem, glad that fixed it.
The simplest answer is surprisingly the correct one
sometimes :-)
