Sorry ... misunderstood your response ... seemed to indicate that you only
ready after the [USERNAME], not knee deep.
OK ... now for the problem.
Something has placed a Initialization File 'general.ini' in the All Users
Startup folder, which means that you have some Initialization file (*.ini),
that is used by some process that executes at Startup. This process uses
the contents of 'general.ini'.
Try moving the file out from the All Users/Start Menu/Programs/Startup
folder. Move it into the parent folder All Users/Start Menu/Programs and
then reboot and see if you still have the problem.
If you do, recheck the All Users/Start Menu/Programs/Startup folder again,
and see if the 'general.ini' file is back. If it is, then some process is
being started at login and creating that file.
Then it is a simple matter of checking the Run keys in the registry and
determine what is being started. You can use msconfig for this.
