Spec:
amd6000+ X2
Xpertvision Geforce 9600GT 512MB pcie
160Gb Samsung Sata II HDD
Asus motherboard supporting all attached devices (no known conflict)
4Gb (2x2Gb)paired corsair DDR800Mhz RAM (3.25GB used by windows XP)
standard case+ 450W PSU
WINDOWS XP PRO updated fully, 32bit
All temperatures are monitored and do not exceed 45 celcius (but initially
the temperatures fo GPHX anbd CPUwent above 50 for the first few days of the
system running.)

When playing any game, no matter what the quality settings are, the frame
rate will randomly suffer at about 7-10 fps (normally 60fps)

Things we have tried and tested:
intruding background program or virus /other malicious program: NOT FOUND
single slot test on RAM slots (2gb each time): NO DIFFERENCE
Testing ON board graphics card instead of PCI-x:Screen freeze just before
logon

other suggestions would be so helpful. i will post any other result we test
here. Thank you all.

If all devices have the latest drivers, then the issue may be what
programs you have installed - specifically Security/AV types. If
the machine is used primarily for gaming, then you may need to
adjust some of your BIOS settings for optimal performance.
There are all kinds of Gamer Tweak sites that can help you fine
tune your PC.

Are you using Comodo firewall?

Problem resolved: faulty motherboard.
after much troubleshooting and testing of all hardware, the motherboard was
found be the component causing the slowdowns, to which there was no cure.
Solution: buying a gigabyte motherboard.
