Gain access to directory

I have a situation with my boss's computer. He had a computer that he said was XP Home. It got torn apart by some punks during a robbery at night. He went out and bought a new computer that came with XP Home. I had him reload it with XP Professional. He stuck his hard drive out of his old system in to this new system as the D drive. He can get in to everything in his old hard drive except this one folder, called Rich. It tells him access denied. I've tried to have him take a look at the security for the folder, but in the properties of the folder and even the entire hard drive, there are no security tabs. All I can figure is the drive's file system is FAT. My boss really needs to get in to this folder. What can I do?
 
Can he access it via the command prompt?

Click Start > Run > and type "cmd" (no quotes) hit <enter>
d: <enter>
cd Rich <enter> (assuming that the folder is in the root of d:)
dir <enter>

If he sees a list of files, have him try to copy them to
another destination:

copy *.* c:\%destination% <enter> where %destination% is
the name of a folder on his c:\ drive.

Yea, that is the first thing I thought of, but unfortunately, it displays no Security tabs on in the property windows. I have no idea why they are gone.

I guess you didn't read this part of the knowledge base article:

administrative privileges. If you are running Windows XP Home Edition,
in order to have access to the Security tab, you must first start in
Safe Mode and log on with an account that has Administrative rights.
