Hi,
Got the XP CD Handy?, insert it in and try to copy this file to its location.
"Cannot Copy File Fxscfgwz.dll" Error Message When You Try to Install
Windows XP Fax Services
http://support.microsoft.com/kb/822799
Or try to Open a Run command and type in:
resvr32 fxscfgwz.dll click [OK] and Reboot your computer, it may work
and it may not?.

Correction!!.
The command line should read:
regsvr32 fxscfgwz.dll click [OK]
Note the space between the regsvr32_fxscfgwz.dll < _ = Space >
